This is a Tumbleweed installation - with all the latest snapshots. The machine is a DELL XPS 13 9370 using the i915 graphics module.
So its an intel graphic, which should not be am issue in general. If you run journalctl -xb | grep plymouth
what is the output? On my machine, with latest TW and Plymouth working, it looks like this:
