I use ext3 with quota turned on and don't have this issue. Maybe
another upcoming kernelproblem with reiserfs? Maybe you have to change
options for reiserfs to speed it up (decreasing file consistency).

I don't recommend reiserfs, but it depends on the user/admin which fs
he likes. Reiser is in normally very fast.
