The 'nobody' and 'daemon' users can be used as the userid that apache runs as, so the shell has to be valid. When using System V printing, copying jobs from the lp user on a client system to a server system (as the lp user) requires a valid shell. If any of the other users (bin, lp, etc) have cron jobs, a valid shell is requred.
