When you stop SuSEfirewall2 the kernel modules are still loaded. You have to
unload the modules or to reboot without starting SuSEfirewall2 at startup.

Did you check the log-files (messeges/warn)?

For e.g. 8.2:

In '/etc/sysconfig/SuSEfirewall2':
FW_SERVICES_EXT_TCP="smtp"

In '/etc/sysconfig/mail':
SMTPD_LISTEN_REMOTE="yes"

In the '/etc/hosts.allow':
sendmail: ALL : ALLOW
