Second: If it's running, you have to reload after every change in the inetd.conf. Third: Make sure tcpd is installed. Fourth: Have a look at /usr/sbin and see which of the three ftpds mentioned in inetd.conf is there, and uncomment the correct line (ls -la /usr/sbin/*ftpd).
