before moving to postfix, i also experienced this
problem with sendmail.... it needed to be restarted
twice before it could start a listener process on 25
... and the best way to get it done was by explicitly
defining the full path to the daemon.. that is..
/etc/init.d/sendmail restart --> twice.... i have only
experienced this with SuSE 7.2 Pro....

...and now the output of # rcsendmail status works right: Checking for service sendmail: No process on the 7.2-host.
as i told you, the old machine could be a little bit creppy...;-)
