You are right that insserv is not part of 7.0.

But:

$ rpm -qplv ftp.suse.de/pub/suse/i386/update/7.0/sec1/openssh-2.9.9p2-73.i386.rpm | grep init.d
lrwxrwxrwx root root 7 Dec 5 18:54 /sbin/init.d/rc2.d/K20sshd -> ../sshd
lrwxrwxrwx root root 7 Dec 5 18:54 /sbin/init.d/rc2.d/S20sshd -> ../sshd
lrwxrwxrwx root root 7 Dec 5 18:54 /sbin/init.d/rc3.d/K20sshd -> ../sshd
lrwxrwxrwx root root 7 Dec 5 18:54 /sbin/init.d/rc3.d/S20sshd -> ../sshd
-rwxr-xr-x root root 1690 Nov 16 2000 /sbin/init.d/sshd
lrwxrwxrwx root root 22 Dec 5 18:54 /usr/sbin/rcsshd -> ../../sbin/init.d/sshd
