passwd limits users to 65535 users. The main file is /etc/passwd. It contains all info regarding user except password. The password is kept in /etc/shadow. This is default. You can use other methods of authentication including but not limited to, LDAP, NIS/YP, SMB/CIMS (NT Authentication), RADIUS and others.
