Where do you see this? The only Win versions of anything at ssh.com I have found *must* be paid for.
SSH 2.3 is free for any use with Linux, *BSD, or any other qualifying Open Source OS.
Look at http://commerce.ssh.com. At the bottom of the page, under the annoying moneyware, you see the following: Get a personal non-commercial use license for SSH secure shell for workstations. If you select this link, and answer some annoying questions, you are taken to the download page, and are able to download licensed copies of ssh for windows 2.3, as well as for linux. Stefan
