Ermm.. yes.. it's called PAM :)
Specifically you need a passwd executable compiled against libpam,
and you need to use pam_cracklib.so
SuSE 6.0 does not have PAM as far as I know; this would be somewhat
of a project.
Check out http://www.kernel.org/pub/linux/libs/pam/ for info on PAM.
