A mirror doesn't need to be a complete mirror to be named a mirror.
The mirror brain knows where to direct you to in order to download
each files.

For example, have a look in the browser, for example here:

Then,

click on details of any file. It works very slow, the server is not
quite up yet. Ok, on the second attempt I get here:

and

you see the mirror list of what server carries the file you want. In
my case, unizar is not listed, so there is no problem - the mirrorbrain
works correctly, it knows unizar doesn't have kde 48.


The problem is when download.opensuse.org is down.
