Not explicitly stated, but whoever gives you membership, the same body can take your membership status away, and if it is not written explicitly, then it is on their discretion. Board established category member, which, according to the cited document, is not explicitly stated as their competence, but it is within "Facilitate decision making processes where needed". The idea was accepted by majority and now it is de facto their competence and they have to deal with issues related to membership. The only thing that I see as necessary is to write down current defacto rules, or to define new as community wants.
