goes out to 11.0 or not is decided on a case by case basis. Plus, if the same update also goes to 11.1 chances are very high that it also is released for 11.0. The work is already done anyway.
I thought that when this happened it was simply an exception because the bug was huge or caused an uproar, not a matter of policy.
Not even that :O) The thread was simply a misunderstanding (and a huge follow-up on it) caused by similar summaries of two bugs talking about growing log files. The bugs were otherwise unrelated, though [1]. Nice example of how easily can misinformation spread :O) Beware people! This can (and does) happen every day. :O)))) All it takes is someone omitting one thing or the other, misphrasing something, following up on false info, or even with strong emotions. This can happen even unintentionally, so i don't blame anyone, i just ask you to be careful.
