This is a sad story, but a true one.
i think & hope the process can be improved. as is often said "can't fix what you don't know about".
consider your stated position/example above ... acknowledging for the sake of discussion that noone should, or liekly can, change your mind, any suggestions as to what a user should do in that case? how is the user supposed to make further progress -- _either_ on that particular bug, or with their overall goal os continuing to benefit from & contribute to the project?
If a developer does that to me i ask why in the bug. I don't reopen it and try to explain why this specific bug is so important or anything i simply ask why he closed it in this fashion. Most times you will get an honest answer. If a developer does that to me frequently i will try to talk to him in a more private fashion (mail, irc whatever) why this is always the case with my bugs. Most times i get an honest answer.
