Not sure about the openSUSE version you are observing this on, but the "it works" page lives in a separate package called apache2-example-pages since a long time, and usually you don't want to have this installed I guess because the contained index.html would kind of conflict with an index.html you would create yourself. I don't know if this example package is part of the "AMP" pattern - apparently not. You can check the Apache/apache2 package in OBS for details. Experience shows that a big "welcome" page leads to confusion, and a small "it works" page is the only thing that makes it reasonably clear to users that openSUSE didn't "invade their site". Which is why the Apache HTTP Server project has settled for a page like that. With RPM based software distribution there's always some remaining risk that users fiddle enough with the packages so they get their own index.html moved away to index.html.rpmsave or worse, if they decide to remove the example package, or similar.
