It means we've got 14 hours to go until launch. It could probably say "hours", but it's too late to change it now. I think most people will get T-14.
The military types use: D-Day (the day of an operation) H-Hour (the hour of that operation) If it's significant / relevant: M-Minute S-Second Get the pattern? On the other hand 'T' is the precise time of an event with T-N being N time units before the event, with those units explicitly stated at least once. (A rocket launch being the classic example.) T+M is M time units after the main event.
