You are confusing two seperate issues here - C++/Jave exception handling, which is a language feature, and Unix signals, which is an operating system feature.
I just quoted the article, and asked if something similar can be done on Linux. The article discusses replacing the default exception handler in C++ with a custom handler that works in conjunction with the structured exception handler probided by Microsoft Windows. I don't believe Java was mentioned at all.
The former you can read about in any competent book on the relevent languag.
