It seems the usage of obs_scm in tar is incompatible with factory. Should I only use obs_scm locally (in a disabled job) and submit the produces tar.xz? Or is the best practice to run obs_scm locally? Is there any general best practice how to properly build from upstream repos? You should either use localonly or disabled _service. In case there is upstream tarball released, _service is somehow pointless. I am not aware of best practices in this regard, but please note the OBS documentation is definitely not packaging documentation/distro submitting best practices.
