The problem is that the "maintainer" role is too broad, as I wrote some years ago too. We _need_ a distinctive role "sponsor" or so, who — at the prj level — is only permitted to accept "create" action SRs, because that is what the bulk of people in many of the herding projects are useful for.
So someone with no obligations accepts the package and others listed as maintainers are then expected to sort out the potential mess. Wouldn't that be a bit unfair? :-)
For example, I have no idea why I got maintainer in Education; it is, at best, that sponsor role.
