That happens every once in a while. I've complained about that myself a few years ago too. I think the consensus has always been that project maintainers are expected to let the actual package maintainer do their job and only step in if requests start to rot. In fact project maintainers are expected to step in when that happens. I'm not sure that's written down anywhere though. In any case I had the impression that the situation got better the last years. So I doubt that your experience with this package is the common case. One problem with network:utilities could be that there are just too many people listed as maintainer so noone really feels responsible for what happens in the devel project.
