There's no pkg.openSUSE_13.1_Update subproject created by mbranch yet.
We can branch the 13.1 version directly, that works:
osc branch --maintenance openSUSE:13.1 libpcap
However using osc maintenancerequest later fails:
osc maintenancerequest
Using target project 'openSUSE:Maintenance' Server returned an error: HTTP Error 400: Bad Request Maintenance incident request contains release target project openSUSE:13.1 with invalid project kind "standard" for package libpcap.openSUSE_13.1
it is not yet registered as official maintained project.
I suppose we can still use the old way and submit to openSUSE:13.1:Update directly.
