coolo is the release manager, and not part of the a (bit stricter than the regular openSUSE factory) maintenance workflow.

Can you point me to the results of such decisions. If it wasn't Greg's question I would not have thought of opening a bug report but as a maintainer just fixing the bug.

Are you sure you are talking about the same thing? There is normal packaging for Factory and there are bug- and security fixes which end up in maintenance updates for released distributions. For the latter it's IMHO obvious that a bug entry is needed since the maintenance request always requires a running workflow and several people involved in the process where more information than just the *.changes is needed. At least I understood that this is the case since ages.
