please ignore, I figured it out.
The devel repo (filesystems) does have the lastest version, but they
don't have publishing enabled, so I'm only seeing the older version in
the download/search interface.
Why that would be I don't know, but I'm not too concerned.

Someone will surely correct me if I am wrong, but what you want to do is branch off the package in filesystems and then SR the changes there. Then it gets pushed to Factory when its ready.
In general, the idea is every package has a -devel project, then feeds these into Factory.

My confusion is that the e2fsprogs package in its devel project has a lower version than the 11.4 standard version, and there doesn't seem to be a version of e2fsprogs in factory at all.
I suspect someone is in the middle of something, so I will steer clear of everything but 11.4:standard for now.
