You should go through them and see which of these packages still make sense and where they could belong to. Moving them to d:o:F just ignores that a big percentage of them are even unmaintained...
I'd be happy to take over maintainership of the "tidy" package if nobody else cares about it. I've just recently cleaned it up and updated it.
That's good to know, then you're the one to fix "nothing provides libtidy-devel". This should be provided by whatever is the new name. And tidy clearly belongs in e.g. network.
