Since when? The advantage of fillup vs config(noreplace) is, that fillup does not overwrite the user settings, but adds new entries.
Dunno, I use it because of the advantage you describe. However now I have this bug report: https://bugzilla.novell.com/show_bug.cgi?id=486053 So I wondered wether --maintain is not the default?
