well, did you already request from Novell that your user shall be activated for the BuildService? Can you login from the webinterface? Try to request your username on the appropriate mailinglist (opensuse-buildservice).
No need for that anymore - if you can build via web, you should be able to build with osc. There's no special manual activation needed anymore. Nevertheless, the opensuse-buildservice mailing list would be the one to help here.
