I usually have such a change waiting for a week or so in my home repo until a low-level package is changed by someone else and piggy back on the repo rebuild. But especially when all the repos are build and published, feel free to upload the changes, as the binary packages are still available for download during the day(s) (or even weeks) of rebuilding.
I just modified yesterday or so the mingw32/64-filesystem packages to exclude the PSDK libraries even from devel packages dependencies. It is making it easier for different win32 people to create developer bundles as it used to be the case on ftp.gnome.org without pulling the whole mingw32-runtime package. OTOH, it will maybe need to fix some packages to that they build-depend on the mingw32-runtime package itself, but that should be anyway what is already happenning. Short version: now is the time to mess with low level stuff since a rebuild will be still needed (most probably over Xmas and New Year).
One last remark: don't forget the windows:mingw:win64 repository. I noticed that Tomahawk isn't building correctly for win64. I don't really care for that package, but if you are going to change mingw-runtime, please make sure that both targets compile cleanly.
