I extended it a bit by profitting from the use of the %{_mingwXY_bindir}/*-config files that sometimes can give good information for packages that don't use pkg-config. I also removed any explicit dependency for the *-devel packages and will add the necessary ones only if the builds break due to badly detected dependencies.
