Solved it myself. I was using tcsh without setting dspmbyte to euc. I had been lucky that this explicit setting wasn't required in SuSE 8.0 and 8.2. To others who use Chinese in tcsh and google this: try 'set dspmbyte=euc'.
Thank you, I can reproduce the problem and verify that
'set dspmbyte=euc' helps.
As it helps for xcin, I'll try to make that the default zh_CN
locale in SuSE Linux 9.1.
