A package for mkisofs which includes a Patch by Jungshik Shin to
support all encodings supported by iconv as arguments for the
-input-charset charset

You need to set that option correctly if you want to create CDs using
the Joliet extension and want to make sure that all non-ASCII file
names are correctly displayed if you view the contents of the CD using
Microsoft Windows.
