Not yet. It is on my TODO list to change the cjk-lyx package to make the simultaneous use of CJK-LyX and LyX possible.
I done that now while updating the CJK-LyX packages to version
1.1.6fix4. The new packages are available here:

The new CJK-LyX package doesn't conflict with the 'regular' LyX
package anymore, i.e. you can install both cjk-lyx.rpm and lyx.rpm if
you want. This may be useful if you write lots of European texts as
well as Asian texts because cjk-lyx doesn't work well in European
locales.
Therefore, all CJK-LyX programs, man-pages, directories, etc... have
now the '-cjk' suffix:
'regular LyX' CJK-LyX
Main program lyx lyx-cjk
personal config directory ~/.lyx ~/.lyx-cjk
LaTeX to LyX converter reLyX reLyX-cjk
Man-page man lyx man lyx-cjk
... ... ...
