I was searching the mainline repo through kernel 4.3-rc7. It is possible that the patch in question will be in the merge of 4.4 data, which will happen in a couple of weeks. If that is so, that will start the process.

Note that if you open a bugzilla entry and point the upstream commit ID, we can backport it to the released and FACTORY kernels even before the patch lands to Linus tree. It's a case-by-case decision, but for such a trivial fix, mostly OK.
