To be more precise. What I'm trying to do is to activate the so called "compose key", which normally consists of pressing "Ctrl+Shift" at the same time, let go and then press for example ' and then e to get é, or " and u to get ü. Under KDE4 all applications can work with accents. Under KDE3 there is no application writing accents.
Writing accents is active (kcontrol).
