Navigate to Configure Desktop ->Application Style ->Fine Tuning tab Ensure that the selection is set to Application Menu Bar.
If you want to add another panel, right-click on your desktop and select the Application Menu Bar. Follow Up
I'm not in Tumbleweed right now. But from memory when you add the panel - log out and log in.
If you want to disable it, click on Application Style ->Fine Tuning tab. Change Application Menu Bar to Application.
