No, it does a disservice because you can run KDE Applications outside the workspace. That's the whole point of the modularization that started with KDE Frameworks 5: ensure that the workspace, the libraries, and the applications are separate. I'm not disagreeing with the modularisation of it. Its more important to you as a developer/maintainer than an ordinary user. As a user I would like to goto Yast and select KDE 5 (for example) and let the system pull in whats relevant.
My personal opinion is that all the sub-grouping is more relevant and meaningful to the developers than the users.
No, it's important also for the users. How many times you've seen "I would love app XYZ but I don't want to install the whole KDE for it"?
I think that an issue for the person not using KDE as their desktop.
