KDE:Qt5 is a devel project, so consider is equivalent to e.g. KDF. In KDE:Qt53 there is 5.3.2, and there will be no updates for that repo anymore, unless upstream suddenly decides to release 5.3.3.

Euh ? I don't know what your are trying to say here.
The required Qt 5 version for KF5 is determined by KF5 itself. All of our main KF5 repositories are building either against the Qt 5 version in Factory or in KDE:Qt5.
I mean that there are 2 KF5 repositories available: KDE:Frameworks5 KDE:Unstable:Frameworks
If I have my system configured to use only released version of Qt, so 5.3.x at the moment and 5.4.x in couple of weeks/month, will I be able to use any of those KF5 repositories, or one/both of them will move to Qt 5.5 git as soon as possible? As i wrote, ATM both repositories are using KDE:Qt5 as a base for non Factory distributions. In somewhat near future, they will switch to either KDE:Qt54 (KUF), or KDE:Qt5 with Qt 5.4 RC or final (to be seen). There are no plans for switching to 5.5 in next couple months even...
