It seems that Tumbleweed is missing the openSUSE branding. The actual packages for KDE 4.12.4 are in Tumbleweed, but they choke on the missing branding (upstream branding is there, but I've not tried to switch to it).
You have to switch to upstream branding to get tumbleweed to work, that's a long-standing issue that I do not know how to resolve. Try doing that to see if it solves your issue.

If I lock *branding-openSUSE, then zypper dup calculates an update list that seems to be correct.
This also works for me, although, I still had ~10 items which required downgrading. Further examination of those items revealed that their version was only available in (System Packages), probably versioning differences, so I allowed the downgrade and see no problems as long as 'lock *branding-openSUSE' is employed.
