I cannot speak for Todd, but i think he didn't want to suggest reverting to 4.9.5, but only is there something that the packaging/KDE/Factory team should do in regards to this delay. It should only conditionally, IMO, be called delay, cause it is in fact introduction of one additional release candidate.
