The pager's appearance is part of the overall Plasma theme; we currently ship the upstream Air default theme, but you can choose a different theme it in the Desktop Theme system settings page, after installing any of the alternative plasma-theme-* packages in OBS, or using the Get New Themes button there in Desktop Theme. I can't find an explicitly-labeled Accessible or High Contrast theme on kde- look.org, but there are a lot of themes there, perhaps one will suit.
Is there some way to modify that icon? Make it green or yellow or something? U remember years ago that there was a utility/program ? that you coild nodify or even make new icons. Anything out there like that yet?
You can also create your own theme or modify an existing one. Here is a howto document: http://techbase.kde.org/Development/Tutorials/Plasma/Theme If you just want to clobber the existing default pager SVG, it is here: /usr/share/kde4/apps/desktoptheme/default/widgets/pager.svgz Bear in mind though that the default theme's widgets are pretty complex; each of the 27 elements required for the pager widget is made from up to 4 components. If all you want to do is make it green on yellow I suggest you base on a simpler theme like Aya or Caledonia.
