There is wiki page for discussion, not well suited for large threaded discussions, but still closer to discussion object then some thread, on some mail list that even we will have hard time to find after, say, one month.
This not some mailinglist but the KDE mailinglist. Post the archive link to this thread in the wiki and you are done.

When you read http://en.opensuse.org/openSUSE:KDE_packaging_tasks click on "Discussion", and you will be on that discussion page. Much easier then to find thread and post to it, specially if you wasn't subscribed to the list before thread was created.
Can you add to it without logging into the wiki?
To follow page automatically, just click link "Watch" and check your watched pages from time to time, or add Atom feed of that page "My Watchlist" to your feed reader.
