Are you sure it was real transparency and not just the faked one which uses the desktop background picture and does not change if you move a window behind the panel?
Also, since you can mix and match plasma themes, you can use whatever theme you like and use the panel style from a transparent one.

Then you should not claim you had transparency in those days with KDE3 – unless you want to compare apples to oranges. As Todd wrote – there was no transparency but just some background picture used for kicker, i.e. some ugly hack. It would have been unfortunate if such a hack would have been ported to KDE4.
