I would say that it is your system - but what it is I cannot say. CTRL+ALT+F3, eg, works here, and I assume that the F2 you speak of refers to the F2 for renaming a file in Dolphin, right?, in which case this is also working perfectly.
The only qualification I make to my response is that at the moment I am using KDE4.7.3 to which I switched shortly after installing 12.1 but I do seem to remember that in the short time I did use the default 4.7.2 which comes with 12.1 all of the above also worked for me.
This may or not resolve your problem but at least it will give you an insight into some of the features of KDE:

Thanks. That's most informative. I'll check out my system. I use a Logitech wireless keyboard and mouse. I wonder if there is some incompatibility. By the way, how can I switch/try out KDE 4.7.3?

I have read ahead and see that the function key hassle has been solved. BTW, not all Logitech receiver stations have any light to indicate if the Function key has been activated or the caps. or the Num Lock keys. I only use Logitech and 2 of these combo sets I use none have any lights, but a 3rd one does.
Re moving to KDE4.7.3. I assume that you are not a "newbie" and can do the following - if not, ask for further details.
Add the following repositories (in Yast):
http://download.opensuse.org/repositories/KE:/Distro:/Factory/openSUSE_12.1
[NOTE the ":" in 2 places above]
And give it the name of 'KDE473' (but you can call it whatever you like of course).
Once this has been accepted open a terminal and login as root (su -). Then execute following commands in this order:
1. zypper refresh
2. zypper dup --from KDE473 [#]
3. you may have to make some decisions re dependency issues - cannot remember
4. after the downloads and installations are finished do-
SuSEconfig
[NOTE the caps/lowercase chars - this command goes waaaaay back to the beginning of time when SuSE was only a gleam in someone's eye :-) ]
5. reboot (type 'reboot' while still as root)
[#] Or whatever you named that added repo. I used KE473 'cause its easy to recognise and easy to remember :-) .
