Now that I have my desktop working again, on a clean install of 11.4/4.6.3 on my laptop, the KDE device notifier reports the USB devices when plugged in but KDE will not let my regular user mount the devices. Only root is able to mount USB devices. What am I missing?
If it's a ntfs device it might be https://bugzilla.novell.com/show_bug.cgi?id=691332 otherwise resetting the policykit privileges might help. What error message do you get when you try to mount the devices e.g. via dolphin?

Yep, that was it. The workaround of adding ntfs to /etc/filesystems fixed the problem.
