Is your (System Settings | Desktop Search) Nepomuk enabled? Activities are a semantic concept, used for describing the environment a user is in so applications or the workspace can adapt to that. If Nepomuk is disabled, you get a simplified version. Strigi / desktop indexing doesn't need to be enabled for that. I'm on my development box right now, and can't test that, but please let me know if that does indeed affect the icon problem you're describing.
