Sure 4.5 has many improvements over 4.4, but it also has regressions, and using 4.5 additionally introduces a number of substantial risks of packaging issues and user errors wrt. updating and repo configuration.
Probably because they (like me) are using Factory... and Factory has no guarantees to work. The stable KDE4.5 repo is the one to use if you want all the benefits of KDE4.5 (and there are a LOT) without the ooopses of the KDE4.5/4.6 Factory builds.
