Sounds good to me.
I'm not sure what would be less work, simply keeping KDE:KDE4:Community and doing a cleanup in it to make it this repo, or start from scratch and copy over things.
You made some good points earlier about "Community" being unfortunate and misleading naming, so renaming/moving it to KDE:Extra would probably be a good idea, but probably shouldn't be done until 11.3 release to save pain for users. However I think it would be a bad idea to create "Extra" _and_ keep "Community" around, if that's what you meant.
