Nope. Solid is one of the many great KDE4 features, missing in KDE3. I'm afraid I don't know how to accomplish the same in KDE3. But one option would be to just add a .desktop file/shortcut to the desktop that runs 'vlc -f dvd:///dev/dvd' ... then all they have to do is pop in the dvd - and click on the desktop icon.
