In KDE4.x to have multiple desktop backgrounds you need to use multiple plasma activities (which can also have different plasma widgets), not pager desktops. The distinction is not completely clear to users unfortunately but you need to click add activity (I think in the desktop "cashew" toolbox) and then you can set a different background for the new activity. To switch between activities, either use Ctrl+Shift+N (next activity) and Ctrl+Shift+P (previous activity), zoom in/out with the desktop toolbox, or add the activity tabbar widget to your panel/desktop. Hope this answers your question as to where this feature went. I am hoping that in the future the idea of multiple virtual desktops will get merged with the multiple activities idea, so its not so confusing and so you can use the pager ... Activities are more powerful than the old multiple desktops because of the plasma widgets, but the pager uses the old multiple desktops not activities, and there is no assigning windows to certain activities. And with your firefox/konqueror flash plugin issue, if you are getting different results with the two browsers, I would first check if Firefox (look in about:plugins) and Konqueror are using the same libflashplayer.so in /usr/lib(64)/browser-plugins, not e.g. a custom-installed one in your Firefox profile.
