That is exactly what the factory repo is, the kde version under cooking, i.e. not released by opensuse yet, but under active opensuse maintenance and development.
What is the problem with having a structure somehow like that : KDE:KDE4.1: or KDE:KDE4:KDE4.1: KDE:KDE4.2: or KDE:KDE4:KDE4.2: KDE:KDE4.3: or KDE:KDE4:KDE4.3:
It has other problems, e.g. those that always want stable opensuse KDE releases would have to change their repo. Currently they don't, they just stick to STABLE. It seems obvious that those that want stable, use stable, those that want cooking use factory and those that want unstable, use unstable.
