Can you access the trash via the "Places" panel in Dolphin, or alternatively by pressing ctrl+L -> enter 'trash:/' in Dolphin location bar.
Does the trashcan widget work for a different user on the same system?
Maybe have a look at ~/.kde4/share/config/plasma-appletsrc or maybe try moving that file to see if it'll work with a new config - (note that you have to move/rename it while not in a kde4 session).
Works for me - so it's almost certainly an issue with your settings or your installation.
To answer your questions: Yes, I can access the trash via the "Places panel in Dolphin and by entering "trash:/" in the Dolphin location bar. The trashcan widget DOES work for different users on the same system. After logging out of X, I logged in on tty1, and renamed my plasma-appletsrc file so I, essentially, had no plasma-appletsrc file. I then logged into X. I put the trashcan widget on my desktop but still got the same error as before. So, I am still at a complete loss. Any other suggestions are greatly appreciated.
